One of the common problems in apartment buildings is non-compliance by residents with the law on silence. Few owners know what hours it is legally allowed to make noise in an apartment. What are noise sources under the law?

- Car alarm sounds and features of its operation: loud music in the car, sound amplifiers, noise from fast driving.
Sound sources are considered noise only if they actually cause discomfort to residents. In this case, you can safely complain about your neighbors . If citizens do not exceed noise limits, neighbors behind the wall cannot make claims against them .
How long can you make noise?
The time frame for noise regulation is established in each region by the noise law for constituent entities of the Russian Federation based on living conditions in a specific territory.
Work days
According to law N 52-FZ , citizens are allowed to make noise from 7 am to 11 pm . But, depending on the regions of the Russian Federation, their own rules for compliance with legislation are established at the local level.
For example, according to the new law in Moscow, you can’t make noise on weekdays from 1 to 3 p.m. You can make noise during the day from 9 a.m. to 7 p.m.

Weekends and holidays
Territorial entities also establish from what hours noise can be made on weekends. According to the law of the Russian Federation, on Sunday it is prohibited to make repairs or engage in construction in an apartment or private house. In other cases, you can start making noise from 7 am.

When is it allowed to make noise?
In most regions, making noise in an apartment is permitted by Russian law from 7 a.m. to 11 p.m. In some regions, the time frames are shifted in favor of residents: for example, in the Krasnoyarsk Territory, making noise on weekdays is only allowed from 9 a.m. to 10 p.m. In the Republic of Mordovia, everything is different: by law, making noise is allowed from 6 to 23.
Additionally, regions establish until what time it is allowed to disturb the peace on holidays and Sundays. Some regions include Saturday as part of their weekend.
In addition, cases where the owner had to break the silence to prevent a crime, accident or to save his own life (as well as other residents, pets, valuables and property) are not prohibited. For example, putting out a fire in your apartment or detaining a thief trying to steal.
When is it illegal to make noise?
With the adoption of Federal Law No. 52-FZ, many residents had to repeatedly face a situation where neighbors accused them of disturbing the peace, or were themselves the initiators of loud noises. It doesn’t matter where the source of noise is located: in the country, in the yard, in the village or on the street, if it causes inconvenience to the owners, then this violates the requirements of the law.
Most of the citizens' appeals to the district police officer are related to conflicts between neighbors. However, often the troublemaker is noisy construction work or a store near the house. Legal entities are subject to the same rules as for residents . During working hours, noise at the construction site must cease from 13:00 to 15:00. It is prohibited to make noise on weekdays from 11 pm to 7 am.
Where can I complain about noisy neighbors?
The main reason for conflicts between residents is that many citizens do not know what time they can make noise on weekdays. If neighbors constantly violate the law on silence, it is recommended to seek help from the local police officer. If peace is not observed on holidays or Sundays, you must first make sure in what cases in the region on a weekend you can make noise and to what extent.
The district police officer, if the fact of an offense is confirmed, must conduct an educational conversation with citizens. If loud noises continue at inappropriate times, violators will face a fine.
But when a police officer visits, the appeal is not always confirmed. If calling the local police officer does not bring the desired results, residents can file a claim in court. It is recommended to provide arguments for constant disturbance of the peace, for example, statements from other neighbors, audio and video recordings, a copy of the complaint to the local police officer.
What threatens violators?
According to the law, failure to maintain peace is an administrative offense and is punishable by a fine of up to 5,000 rubles . The amount of recovery depends on the regions. For example, in the Belgorod and Oryol regions, noisy neighbors face penalties of 500 to 2,000 rubles; in Moscow, fines reach up to 3,000 rubles .
If the person who disturbs the peace of citizens is a legal entity, for example, a grocery store near home or a construction organization, the fine may be 120,000 rubles .
