However, the content of both forms should not differ. Both a paper form with a wet seal and the signature of the state registrar, and an electronic form with a digital signature are reliable.

Rosreestr - pros and cons

The USRN certificate reaches the customer through Rosreestr within three working days according to the law. You can receive an extract from the Unified State Register in paper form in the following ways:

• with delivery by mail;
• on-site method;
• in person at branches and representative offices of Rosreestr, MFC.

If the customer only needs electronic information about the property, Rosreestr provides it in accordance with the law in XML document format. This is not a very convenient form to read and download. You must have a special program to open the XML file.

The service is paid - for individuals and legal entities 250 and 700 rubles, respectively.

The cost of electronic certificates in Rosreestr and Ktotam is the same and amounts to 250 rubles. - so you don’t lose anything in terms of money, but only open up the opportunity to use additional benefits of the service (see below).

To check, we ordered an extract from the Unified State Register of Real Estate in the “ Ktotam ” service for various objects: a house, an apartment, a plot of land. Information was provided after payment confirmation after 40 minutes.

The service is useful for both individuals and legal entities, such as construction companies and real estate agencies, which, by the nature of their activities, inspect objects.

It is worth noting that they order paper and electronic copies, which can be obtained on the Rosreestr website. To obtain a paper extract, you can contact the territorial department of Rosreestr or the MFC.

An electronic version of the USRN extract can be obtained through online services:

At the same time, when ordering an electronic statement, there are similarities in the procedure for both cases.

Instructions for ordering an extract for an apartment through Rosreestr

1. To order an electronic statement through the Rosreestr portal, you need to visit the company’s official website using the link - https://rosreestr.ru/wps/portal/p/cc_present .
2. In the “Object type” column, select “Apartment”.
   
3. Enter address data in the “Located at address” column (No. 2).
   You do not need to enter the assigned cadastral number. Moreover, if the apartment is in Moscow or St. Petersburg, go to the “Region” item and enter the name of the city. Next, a “drop-down” list with streets appears.
4. The site will ask you to determine the form of information provision: on paper or electronically (No. 3).
5. The next step is to indicate the address. If the choice fell on the electronic option, then an e-mail is entered in this paragraph and an extract from the Unified State Register is sent from Rosreestr. If another option is selected, then information for the delivery of postal correspondence is indicated, since in the paper version the statement can only be received by mail.
6. The next step is to enter alphanumeric characters from the image (No. 4).
7. After this, click “Go to applicant information.”
   Here you should indicate information about the applicant.
   This is the type (who the person or organization is applying for), name or designation, passport data, there is no need to fill out the following items, as this will not affect the speed or completeness of the response provided.
8. Confirm permission to transfer the entered data to Rosreestr. To do this, a check mark is placed.
9. The next step is to click “Go to the documents attached to the request.”
10. Next, select “Go to data verification” and, on the page that opens, click the “Send request” button.
    The submitted request will receive a personal number - it is better to remember it.
    After a few minutes, a letter will be sent to the specified email with information that payment is expected.
11. Follow the link contained in the letter.
    
12. In the window that opens, click on the “Enter payment code” link. The assigned request number is recognized automatically; if not, enter it yourself (indicated in the text of the letter). Then enter the numbers from the picture into a special field and click “Check”.
    
13. After that, click on “Specify payment code” and enter the characters from the letter, then clicking the “Proceed to payment” button.
14. Make payment for the statement. To pay, select one of the payment methods below and complete the transaction.
    

The Rosreestr website is not the only way to obtain an extract from the Unified State Register of Real Estate. This can also be done using the Ktotam.pro service

The price of the service is 250 rubles, as through Rosreestr . By using this service, you can be sure that the information received will be reliable, as it is protected by the electronic digital signature of the registrar. The main difference is the absence of a graphic part (apartment plan).

Pros of the site:

1. Fast processing of applications.
2. The received response is read immediately, without using special instructions to view the xml file of the extract.
3. No passport details required.
4. The number of fields on the Rosreestr website is greater than on the Ktotam.pro portal.

It turns out that it is better to order an electronic copy from the Ktotam.pro service, and it is better to order a paper extract from the Rosreestr portal.

It is important to note that you can order a paper statement and an electronic one for an apartment using only the Rosreestr website.

In turn, the information portal Ktotam.pro will not be able to provide a plan of the apartment, but the information received will be an official response, just like the response from Rosreestr.

Instructions for ordering an extract in the Ktotam.pro service

The Internet service Ktotam.pro displays data about those objects that are in privatized property (for example, if a person ordered an entry from the unified register for an apartment at the address Moscow, Arbat St., 21 , then only if there is data about the owner , the property will be listed in the information database).

1. In the search bar of your browser you need to enter “Ktotam.pro” and follow the link to the proposed resource. The interface is simple; a window for entering an address immediately opens.

Important! The signature “Unified State Register” is displayed on the main page, but reports are compiled from the general register of privatized real estate.

2. To obtain an extract from the Unified State Register of Real Estate, you must enter the exact address of the location of the property. You need to enter the destination city, street and house and apartment numbers. There is no field for entering a building, but you can select the required house from the list of results. Also, for all cities it is mandatory to enter the region where they are located, but Moscow and St. Petersburg do not require clarification.
3. The “find” button will take you to a list of objects that meet the requirements. In the proposed list, select the address of the apartment, taking into account the building, and proceed to directly familiarize yourself with the data.
   
4. At this stage, events can develop in two directions:

• the system will be able to offer you to familiarize yourself with online data and will require you to select a method for obtaining information (an extract from the Unified State Register can be ordered by e-mail or to your home address);
• a message will be displayed that the electronic database of the Unified State Register of Rosreestr does not contain the necessary data or there is no way to provide it.

Unfortunately, if you are refused information on the property, only the owner of the apartment can receive it.

While access to information on other objects via the Internet is permitted to all users of the system, including citizens of the Russian Federation and foreign nationals.

5. When the information is available, it is necessary to choose the method for obtaining the data, as well as the address for sending it, depending on the design option.
   
   An extract in .html format is issued to the email address, which is marked with the electronic signature of the performer (no one displays the electronic digital signature of the Rosreestr registrar on documents).
   This is the fastest method and takes about 15 minutes.
6. At the next step, the system will require payment for the service.
   If you order the required extract electronically for an apartment, you will need to pay only 250 rubles (Rosreestr services are an order of magnitude higher). This can be done in one of the following ways:

• transfer of funds from a bank card;
• payment from a mobile account.

7. A personal account is created for each user from whom an application for data processing was received.
   
   Regardless of the number of requests submitted, the office will always remain alone. After the request is sent for processing, you should activate your personal account. You need to do this in the following way:

• an email is opened, the address of which was indicated when submitting the request in the incoming messages section;
• Click the mouse to go to the letter from the Ktotam.pro service and follow the link provided (the letter may also be in the Spam folder);
• in the window that opens, enter the same email address and password that was sent by the service along with the activation link.

Important! It is possible that the letter with the account activation code will not arrive for quite a long time. To resolve the issue, you should contact the service support team.

8. A personal account is required in order to be able to monitor the stage of processing the request. To do this, you need to log in to the website and open the “my statements” window, where all requests are displayed: active and completed. The window will indicate that the request has been accepted and is currently being processed.
   
9. When the statement is ready, it will be displayed in your personal account, from where it can be downloaded without problems and additional activations. An extract file with an electronic digital signature of the registrar will also be sent by email. Among the additional functions of the service, SMS notifications can be noted. Thus, the applicant will be notified by phone that the information is ready.
   
10. The document that opens provides several ways to manage the file.
    To open a copy with a digital signature, you need to use the leftmost button. It shows the “EDS” mark. To download, you need to click on the button with the arrow pointing down. In the dialog box that opens, select the location for storing the help, and then click the “save” button. To send a file for printing without first saving it, you need to press the rightmost key with the printer icon.
