In the article we will look at what Form 3 is about registration at the place of residence, where and how to obtain this document, what the temporary registration process looks like, as well as other nuances of issuing a certificate.

Form No. 3 - what is it?

Every Russian has the right to freedom of movement throughout the country. This possibility is reflected in the main Russian law - the Constitution. If a Russian citizen leaves his home for a period of more than 3 months, he must obtain temporary registration at his current place of residence.

Foreigners crossing the border of the Russian Federation are required to register at their place of residence (hotel, boarding house, residential building of a Russian citizen) within 7 days from the date of arrival.

Unlike permanent registration, which is stamped in the passport, temporary registration is confirmed by the issuance of a registration certificate at the place of residence. This document has an approved unified form No. 3 (Order No. 288 of the Federal Migration Service of the Russian Federation).

A special form is a mandatory attachment to the passport and is provided along with an identity card when checking documents or other needs:

  • to receive a free health insurance policy;
  • obtaining a bank loan or loan;
  • receiving social payments and benefits;
  • obtaining a referral for kindergarten or school (child placement);
  • employment, etc.

Contents of the form and sample form

The appearance of Form 3 for temporary registration is quite simple:

  • a thick sheet of A5 paper (half a standard landscape sheet);
  • there are lines for filling in information about the citizen and place of temporary residence;
  • place for the seal of the body carrying out registration.

The form for a certificate of temporary registration at the place of residence contains the following important information:

  • certificate number - all FMS Form 3 forms are accountable and must be noted in the document registration journal of the registration authority;
  • to whom it is issued - full name, date and place of birth of the applicant;
  • data on the place of stay - region (region, territory, republic, district), district, name of the locality, street, house number, building, apartment;
  • validity period of form 3 - the time during which a citizen of the Russian Federation or a foreigner will reside at a specific address;
  • information about the applicant’s identity document - the name (passport) is indicated, as well as the series, number, date of issue and the name of the government agency that issued it (for a child under 14 years of age, the birth certificate data is indicated);
  • name of the registration authority that issued the certificate of temporary registration;
  • date of issue of the certificate in the third form;
  • Full name, signature and transcript of an authorized employee with the seal of the registration authority.

All this data is necessary to track the location of every Russian citizen or foreigner in the country. The absence of a certificate is a serious violation of Russian migration legislation.

Where and how to get a certificate?

The registration and issuance of a certificate of registration at the place of residence is carried out by employees of the Federal Migration Service of Russia. To get certificate number 3 and live legally in any corner of the country, you need to visit one of the government agencies:

  • the nearest passport office;
  • special department of the Main Directorate of the Ministry of Internal Affairs;
  • multifunctional center for providing public services to the population “My Documents” (MFC).

In addition, you can submit an application for registration of temporary stay Form 3 online on the State Services portal.

To obtain Certificate 3 of residence you need:

  1. Write an application for temporary residence (a sample to fill out will be provided by FMS employees).
  2. Wait for your turn to be seen by a migration service officer.
  3. Provide an application and necessary documents.
  4. After 3 days, take a certificate from the Federal Migration Service, Form 3.

Required documents

To register, you will need to submit a package of documents to the FMS employee:

  • a completed application ( download the registration certificate form in Form 3 and a sample application freely available on the Internet);
  • applicant's passport and/or child's birth certificate;
  • documents confirming the right to move into residential premises (certificate of ownership, social or commercial tenancy agreement, etc.).

In the case of renting housing, you must first visit a notary and have the rental agreement certified. When moving in with relatives or friends, the owner of the property will be required to be present during registration.

Validity

Both Russians and foreigners can register at their place of residence, but the validity period of the certificate will be different:

  • citizens of the Russian Federation - the minimum period of temporary registration is 3 months, the maximum period for obtaining a certificate is 5 years;
  • foreign citizens - for foreigners, the minimum time limit is set at the same level, and the maximum is no more than 12 months.

Some citizens are interested in whether the Form F3 certificate is valid after the expiration date, and what to do next with this document. You cannot use an expired certificate of temporary registration; this is fraught with a fine, and for foreigners, deportation from the country .

If the validity period has expired or the document is simply no longer needed (the citizen left the place of residence and returned to permanent residence), it can be thrown away. There is no need to return the certificate to the FMS.

Is it possible to buy a certificate?

As long as there is demand, there will be supply. Internet sites are full of advertisements about the opportunity to buy registration in Moscow, the Moscow region (for example, in Mytishchi) or other megacities. You need to understand that such offers are the services of scammers.

Those who decide to buy a registration certificate will receive a document that is absolutely identical to the original in appearance, but is completely illegitimate. Any check will instantly reveal a fake, since the numbers of Form 3 forms are strictly recorded.

If you need to register temporarily, it is easier to pay the homeowner for the registration service in his house than to purchase false documents.

Important! If fraud and a false registration certificate are detected, criminal liability falls on both parties to the transaction: the buyer and the seller.
