What is RVP?

This is an opportunity to live completely peacefully on the territory of Russia, move freely, study, work, receive treatment, and use housing. A temporary residence permit (TRP) looks like a certificate or stamp in a passport.

Without it, a citizen of any state has the right to stay in Russia until the date specified in the visa, and if an agreement on visa-free entry has been concluded with his country, the period of temporary stay without obtaining a visa is no more than 90 days.

If he works in the Russian Federation under an employment contract, the period can be increased, but it will still be no more than 1 year. Therefore, obtaining a temporary residence permit is the right decision.

Advantages of RVP

If you plan to stay in Russia for a long time, such a permit should definitely be issued. Without it there is no possibility:

  • Officially get a job.
  • Open your own business (register as an individual entrepreneur, obtain a patent for work).
  • Get medical help.
  • Enroll in any educational institution.
  • Get an individual tax number (TIN).

The received permit makes it possible to enjoy the limited rights of a Russian citizen for 3 years, and then you must issue a residence permit (residence permit). The temporary residence permit is not extended.

The migrant will be able to travel with him anywhere, but he must be absent from the country for no more than 6 months, otherwise the permit may be revoked.

Where to go to get a permit?

You can obtain the required document by contacting the Federal Migration Service at your place of actual residence. Any citizen of another state or a stateless person can register for migration, subject to certain nuances - he should not have any offenses on his record.

Otherwise they may refuse. The process begins with collecting a package of documents.

After receiving a temporary residence permit, a person is required to register at the address indicated in his application within 1 week. If registration becomes impossible, you should register with the migration authorities.

Then it is possible to obtain temporary registration, for example, in a dormitory. The period of such temporary registration cannot exceed 3 months. This is stated in the “migrant’s memo”, which a citizen receives along with a document allowing temporary residence in the country.

Documents for registration after receiving a temporary residence permit

The next step after receiving a temporary residence permit is registration at a specific address. It takes place in the same migration service department where the temporary residence permit was received.

You must bring everything you need to receive. The citizen submits an application for registration, in which he indicates either the registration address that was when receiving the permit, or another if circumstances have changed.

But in the latter case, he must submit an additional application to change the place of registration after receiving the temporary residence permit.

Along with these documents you must present:

  • Certificate of permission (original + copy).
  • The passport must be translated into Russian, and the translation must be certified by a notary. You must present the translation, the passport itself and a copy of its pages with a photo and a stamp on the issuance of a temporary residence permit.
  • A document confirming the passage of fingerprinting.
  • Consent of the owners of the property where the citizen will be registered. It is written in your own hand and certified by a notary. Moreover, their personal presence is needed.
  • If you have your own home, a document confirming ownership.
  • A contract of disinterested ownership - it is needed if the registration will be carried out not to relatives and the presence of the owner of the property is required.
  • Certificate confirming the relationship.
  • Border crossing coupon (obtained at customs).
  • Arrival sheet.
  • Special migration card.
  • Receipt of mandatory payment ( the cost of the state fee for registering a place of residence is 350 rubles).

Such registration upon receipt of a temporary residence permit is valid for the entire period specified in the document, that is, up to 3 years. The full cost of registration (state registration fee and notary services) can be found out on the spot.

The list of documents can be supplemented. The rights of foreign citizens who have received a temporary residence permit are somewhat limited. They do not have the right to nominate themselves for elected positions or participate in elections.

Dates of issue

Once submitted to the migration service, documents are checked within 3-7 working days. After this, either registration at the place of residence after receiving a temporary residence permit will be successfully completed, or a refusal will follow.

There may be several reasons - an incomplete list of documents, for example, lack of consent of the homeowner, an incorrectly written application, and so on. Inaccuracies should be eliminated and a second attempt should be made to register at the place of residence.

Possible difficulties

The premises where a foreign citizen (IG) is going to register must be residential and decorated in accordance with all the rules. If there are no documents on it, there is an encumbrance, it is mortgaged or is in the possession of a legal entity - the housing is not suitable for registration.

In this case, it is better to register at a hotel or hostel. You need to think about all the nuances in advance - the citizen must register within 7 days.

A migrant can register a minor child (children) for the period until the expiration of the temporary residence permit without the consent of the homeowners. It is only needed to register at the place of residence of the migrant himself.

If a citizen purchased housing, and the transaction was subsequently declared invalid and canceled for any reason, the registration procedure also becomes invalid.

The rental of housing must be confirmed by an appropriate agreement.

For living without registration, a migrant is punishable by a fine of up to 5,000 rubles and may be deported from the territory of the Russian Federation.

At the end of the temporary residence permit, you need to apply for a residence permit. Next comes the acquisition of Russian citizenship.

Responsibility for fake (false) registration

If the registration was completed in violation of the law, then both parties are punished - both the registered person and the one who registered it. There is an administrative fine and criminal liability.

The permit is immediately revoked. Participants in the forgery may receive a prison sentence or the foreign citizen will be deported to his place of permanent residence and will be banned from entering the Russian Federation. Russian legislation should not be violated.
