Due to changes in the registration procedure for citizens, it has become difficult to check out of an apartment and register in another at the place of residence or stay. If it is necessary to carry out such a procedure, you must first study the existing legislation and only then contact the authorized bodies for the provision of this service.
Types of registrations
According to innovations in legislation, the registration procedure has undergone a number of changes and today represents several radically different types of registrations:
- temporary registration , thanks to which you can register in another apartment without leaving your previous permanent place of residence;
- Permanent registration allows you to stay in an apartment on an indefinite basis, and in order to register in a new place, a citizen must apply to the migration authority for a release from the address at the previous registration.

Russian legislation contains several methods for removing citizens from migration registration, thus the state allows its residents to implement planned changes in the life process as soon as possible.
What you need to check out of your apartment:

- contacting authorized bodies in person or via the Internet;
- receiving confirmation of discharge.
De-registration automatically
Automatic deregistration occurs if citizens have issued temporary registration for a specified period - from 1 month to several years.
In this case, contacting the authorized bodies with an application for deregistration is not required, however, you will need to contact them if you need to renew a valid or expired registration document.
Personal visit to the migration service authorities
To obtain an extract from your place of permanent residence in person, you must contact the following authorized government agencies:
- passport office at the place of planned registration;
- migration authorities - city FMS;
- public assistance centers - MFC.
State authorities have the opportunity to carry out the procedure for registering and deregistering citizens from their place of residence.
There is another category of bodies that do not have the right to carry out an extract, but can contribute to the start of this procedure:
- Military registration and enlistment office. If a citizen liable for military service is serving.
- Child protection. When discharging a minor child.
- MARRIAGE REGISTRY. A citizen of the Russian Federation is registered in the residential premises, but is not in a marital relationship with the owner.
- Courts. If the extract is not otherwise available to the owner.
Contacting these authorities will allow you to check out of your old apartment and register in a new place. Only those citizens who did not write an application for discharge will remain registered at the previous address.
The procedure will take no more than three days, as a result of which the owner will receive a departure slip. This document will need to be provided at the new place of registration.
Extract from the apartment with the help of a third party (by power of attorney)
The legislation gives citizens the right to check out of an apartment and then register in another with the involvement of third parties.
This procedure is carried out in virtually the same way as usual. There is only one exception - the person applying for registration must have a notarized power of attorney to act on behalf of the person who needs registration.
This document is drawn up by a notary and must contain the following characteristics, without which it is considered void:
- Issue date and expiration date.
- Information about the principal and his official representative, including passport details, full name, date and place of birth.
- Signatures of both parties, notary and wet seal.
Without all the above-mentioned points, any power of attorney will be considered void and such a person will not be able to obtain permanent or temporary registration in relation to another citizen.
After complying with all formalities regarding the power of attorney, the representative can carry out registration through the MFC or another authorized body.
Through the State Services website
Russian citizens can check out of their apartment using the state portal “GosUslugi”. This method of deregistration has several advantages over personal application:
- convenience, which consists in the possibility of registration without leaving home;
- speed and clarity of completed documents and forms on the website;
- the procedure is free of charge.
In order to check out through Gosulugi you must:
- Open the Public Services portal using a browser.
- On the main page, click on the “Public Services” item.
- Select from the proposed options “All services (by department)”.
- Click on the link Ministry of Internal Affairs.
- In the window that appears, look for the menu item “Registration of citizens of the Russian Federation”.
- After opening a new website window, on the right find “Deregistration <…>”, if the registration is temporary, then select “<…> at the place of residence”, if permanent – “<…> at the place of residence”.
- Click the blue “Get service” button.
- Agree to data processing by checking the box below the text.
- Fill out the document forms that appear there.
- In the last window, select the division of the migration service and click “Submit application”.
After submitting the application, the citizen will be given an appointment at the migration service, to which he must contact with confirmation of the original documents. Then FMS employees will put a stamp on the passport about the discharge.
Statement by mail
You can also check out using mail; this method will allow you to check out of your apartment remotely and then register in the place where you need it.
You can check out by mail if:
- prepare a comprehensive package of documents necessary for the procedure;
certify the person’s application for an extract from a notary or at the consulate if the citizen lives abroad of the Russian Federation; - send documents indicating the address to which supporting documents will be sent.
If you want to check out of your apartment by mail, you should remember that not all authorized bodies agree to carry out such a process without personal participation. It wouldn’t hurt to call the FMS or MFC to get permission.
How to discharge children?
The discharge of children requires not only the collection of general established documents, but also permission from the guardianship authorities.
Obtaining consent to carry out the procedure can be quite difficult, so to be sure of a positive decision, you must:
- notify the guardian in writing about the imminent change of the child’s place of residence;
- draw up an application for the discharge of a minor in the presence of an inspector;
- convince the inspector of the validity of the decision during the interview;
- provide supporting documents that the child will be registered in the future together with the parent or parents.
Parents and guardians should remember that it is impossible to discharge a child “to nowhere”. The procedure for leaving one apartment must coincide with the time frame and opportunities to register in another.
Dates of discharge
The period during which a decision is made on the issue raised can vary from several days to several months, if the procedure involves registration in another city, so it is almost impossible to say exactly how long this or that application will take.
However, in order to avoid penalties, citizens should remember that:
- after being discharged from the place of residence, registration at the new address must be carried out within 7 days;
- after arriving in a place other than the place of permanent registration, the citizen must be registered at the place of stay within 90 days after the move.
Otherwise, a fine may be imposed, and only after payment the authorized bodies will begin registration.
