To obtain an extract, no state fee is paid, but a fee is charged for the provision of the service. It is paid before the completed form is submitted.

Contents of the electronic statement

An electronic request through State Services can be submitted in accordance with Art. 62 Federal Law No. 218 dated July 15, 2015.

A sample extract from the Unified State Register contains the following mandatory information:

  • technical description of the property;
  • about the presence of restrictions and encumbrances (by decision of investigative bodies, courts, bailiffs);
  • about the existence of real estate disputes;
  • about the need to seize the object for the needs of the state;
  • about shares - if an apartment, private house or other object is divided into shared ownership.

The electronic database of the Unified State Register was created in 2015 based on the merger of the state cadastre and the Unified State Register. Information from it is in the public domain, except for the cases established in Federal Law No. 218.

Forms and types of statements

The USRN extract can be obtained in the following forms:

  1. An electronic form, the completed form of which is posted on the Rosreestr website after acceptance and processing of the application.
  2. In the form of an XML document sent to the applicant’s email.
  3. In the form of a form confirmed by the digital signature of Rosreestr.

The date of issue of the document is considered to be the time the link or form was sent to the applicant’s e-mail address. It is convenient to receive an extract in electronic form, but the document is for informational purposes and does not have reliable legal force.

Rosreestr is not responsible for the content of the information provided, but has the right to initiate an inspection at the request of interested parties.

Information on it is necessary in order to:

  • ensure its proper legal status;
  • make sure that the creation of the object is legal (that it is not an unauthorized construction);
  • to verify the completeness of the property that may be subject to execution within the framework of enforcement proceedings;
  • Permanently or temporarily register for housing, including in court.

All extracts must be certified by the seal of Rosreestr. If it is issued in electronic form, a qualified signature of Rosreestr is affixed to it.

To find out how to obtain a USRN extract through the public service portal, you need to follow the following algorithm of actions:

  • registration on the State Services portal ;
  • after registration is completed, the user receives a password by email, which provides access to his personal account;add your passport and SNILS details

  • You can start processing your request after selecting a service from the list of possible services in your region;selecting a list of services
  • after selecting a service, the applicant determines the form of providing information (by mail, via the website or in paper form after a personal visit to the Rosreestr office);
  • filling out a request form. In it you need to indicate the address of the property, cadastral number (if it is known to the applicant), your full name, passport details, TIN number or insurance certificate;
  • provision of documents in scanned form through the download functions on the website;
  • sending an electronic document - a request, it is recommended to check the accuracy of the completed form;
  • payment of the fee.

You can order a USRN extract online via the Internet if the correct information about the property is indicated and it is present in the USRN database. If there is no information, the applicant will receive a reasoned refusal.

Refusal is possible if an inappropriate person applies for an extract. Some information is available only to legal property owners. Refusal to extract from the Unified State Register is also provided in written paper or electronic form.

If the request for an extract is made by a legal entity, then it is necessary to attach documents confirming the authority of the applicant. When applying for information from an insolvency administrator, you must provide a copy of the decision-the basis of his application (decision to open bankruptcy proceedings, interim decision within the framework of bankruptcy proceedings).

The heir submits an application by submitting the necessary documents confirming the right of inheritance. An extract from the Unified State Register must be obtained to confirm the impeccable legal status of the object of interest. The applicant will receive the information necessary to securely complete the transaction.

You will also receive the service through a widget on a third-party website, thereby reducing the waiting time for a document. The advantage of receiving USRN information through the widget is the minimum processing time.

The cost through intermediaries may be higher than the normal fee required by law. Information about the contents of title documents is available only to the copyright holders themselves, applicants for inheritance. Restricted information can also be obtained by courts, notaries, and law enforcement officers.

Deadlines

The time for providing an extract from the Unified State Register cannot be more than three working days from the date Rosreestr receives a correctly drawn up request. If the form is issued through the MFC, then the period for transferring information from the center to Rosreestr should not be more than two working days.

The refusal also takes no more than three working days. Its reasons lie in the inappropriate applicant and lack of information in the database. Refusal will also follow if the applicant applied without a properly executed power of attorney and did not pay the required fee.

Lack of information in Rosreestr does not mean that the property was built illegally. Until 1998, registration of objects was carried out by local authorities. There may be cases when information about real estate was not transferred to Rosreestr. To clarify the situation, you should also contact the housing department of your local administration.

Price

The cost of issuing an extract through government services is regulated by the by-laws of the Ministry of Economic Development of the Russian Federation and, naturally, it will not be possible to get it for 1 ruble or free of charge.

For the applicant it is presented in the following sizes:

  • standard USRN extract - 300 rubles;
  • you can get an extract on registered share participation agreements for 700 rubles;
  • for an extract about information in written transactions and other documents establishing the right to real estate - 400 rubles;
  • for an extract about incapacitated and limited legal capacity owners - 400 rubles.

For legal entities, the price of the document will be higher. A regular form will cost 600 rubles. Information about shared construction transactions can be obtained for 1,400 rubles. A document on title information will cost 800 rubles.

You can pay through a bank cash desk or by card. It is possible to pay at the MFC. The government services portal also offers the opportunity to make an appointment with a Rosreestr specialist.

To do this, you need to select the regional location of the branch and find out if it has an electronic queue. The feature is not active in all regions. Obtaining an extract will take a little time and is possible without deep knowledge of law.
