The transfer of rights to real estate is carried out on the basis of a transaction or a court decision. For the legality of purchasing an apartment or private house, it is necessary that the rights to them be properly registered.

What is it for?
An extract on the transfer of rights is a document from the contents of which the applicant or other interested person can learn about the status of the real estate of its owners:
- who previously was the owner - allows you to track the history of the transfer of rights;
- who currently owns the property (indicate full name or name of organization);
- how the property was acquired;
- dates and state registration numbers.
The fundamental regulatory act providing for the opportunity to obtain information is considered to be Federal Law No. 218 of July 15, 2015. Information about real estate is in the public domain, except as otherwise provided by law.
This register began its work only in 1998, so all data is taken only from this date. If it is necessary to take information before 1998, the owner should contact the BTI.
This is especially necessary when buying or selling, since such transactions are always at risk. The standard form of the certificate is approved in Order of the Ministry of Economic Development No. 975.
Information about the real estate of officials, as well as persons under state protection, can only be issued by an authorized body within the framework of a preliminary or judicial investigation.
You can fill out a form to check the legal purity of real estate. But information may change regularly. There cannot be an unconditional guarantee that there are no other legitimate applicants for the house or apartment.
The right to a property can be claimed by an heir after the apartment has already been sold or donated to other persons.
Lawyers recommend paying attention to the date of transfer of ownership. If less than three years have passed since the inheritance or sale or donation, then the purchase of real estate should be approached with caution.

Contents of the extract
The USRN extract provides for the form and structure. The normative act provides for 6 forms of the form:
- On the basic characteristics of a real estate property.
- On the transfer of rights to real estate.
- On the content of rights to real estate owned by a specific citizen.
- About the date when Rosreestr received an application for cadastral registration and registration of the property.
- About the use of objects with a special status.
- On the border between regions and municipalities.
The structure of a standard statement provides:
- information about the main characteristics of the property: its category, location, technical parameters;
- information about registered rights (ownership, lease, pledge, perpetual use, etc.);
- description of the land object.
The extract on the transfer of rights contains the following sections:
- information about the copyright holder;
- registration number of transfer of rights;
- date and number, basis for transfer of rights.
At the end of the form, the name of the position, the signature of the official and the date the document was submitted are indicated.

The USRN on the transfer of rights indicates information that is relevant at the time of registration. It may change, as well as the method of electronic registration.
