What is it for?
An extract from the State Register may be required in the following cases:
- checking information about real estate and title rights, the owner when making civil transactions of sale and purchase, exchange;
- when changing the purpose of the plot, for example, from agricultural to individual construction;
- monitoring the presence of restrictions on the disposal of the site: arrests, pledges, mortgages and other encumbrances by virtue of an agreement or law;
- allocation of land into the ownership of private individuals: citizens and organizations during the transfer of rights from state or municipal bodies in the process of privatization;
- placing property as collateral to a bank or other organizations or individuals when obtaining a loan or applying for a mortgage;
- land surveying in the event of disputes regarding the establishment of site boundaries;
- when opening legal proceedings regarding rights or use, establishing an easement on land and in other cases in practice.
Sections of the extract from the Unified State Register contain information:
- postal address of the land;
- cadastral number;
- cadastral value;
- information about the owner;
- category of land;
- area in square meters;
- location of the allotment on the ground.
What's Contained
From January 1, 2017, two real estate databases were combined: cadastral registration and information on the transfer of rights.
The document contains information about the objects:
- the name of the government agency that issued the document - the territorial division of Rosreestr with the location address;
- type of statement by method of issuance - electronic or paper;
- cadastral number and cost;
- FULL NAME. owner of the plot without indicating passport data and registration address;
- current encumbrances and restrictions on disposal, such as arrest by a court decision or on the basis of a bailiff's order, mortgage, pledge in connection with the presence of monetary obligations both in relation to credit institutions and private citizens and legal entities, property being under legal dispute in cases on acceptance of inheritance, in connection with the conclusion of civil contracts, etc.;
- when assigning ownership of several persons to an object - the amount of the share due to each owner;
- object area;
- information about land surveying, if any, about establishing boundaries;
- type of ownership or otherwise.
If there is no information in the State Register of Real Estate, the certificate will indicate that the property is not listed. This means that he is subject to the right of perpetual or inheritable ownership, and other powers not established by current legislation.
When registering a plot of land as a property, for example, during privatization or allocation of land for free or when buying it from the state or municipalities for the use of citizens or legal entities, it is sufficient to indicate the ownership of the plots of certain authorities that have the right to dispose of the property and encumbrances as a lease.
What does a sample statement look like?
An extract from the Unified State Register is provided in two forms: a paper certificate and an electronic document. The choice is made when placing an order. - A document in this form is issued only directly to the owner of the land or to law enforcement agencies, the court in connection with the introduction of cases in relation to the land plot. Issued only upon request at the Rosreestr branch or through the official State Services portal. Contains all the necessary information about the property, the registrar’s signature and the blue seal of the state registration authority.

Extracts from the Unified State Register of Land Registers for a land plot are subject to a duty for the provision of public services in the amount of:
- 300 rub. for citizens and 950 rub. for legal entities when ordering an electronic version;
- 400 rub. and 1,000 rub. accordingly, upon receipt of a paper document through Russian Post, in person or by proxy from a representative in the territorial division of Rosreestr.

Such methods of obtaining an extract from the Unified State Register of Land are applicable to all objects that are included in the unified real estate database in 2017. If information about them is not included in Rosreestr, then you will not be able to obtain the document.
Such cases arise when, for example, a purchase and sale agreement has been concluded or a certificate of inheritance has been issued by a notary, but the owners of the property have not applied to Rosreestr to enter information into the unified real estate database about the transfer of rights.
