Information about the owner of the site will allow you to make an offer to complete a possible transaction, which will lead to the registration of ownership of a new entity. You can determine the owner of a plot in various ways, including remotely.

Options for obtaining information

The choice among possible methods of clarifying information about the owner of a plot depends on the following circumstances:

  • the presence of various forms of land ownership (state, municipal, private);
  • the presence or absence of a cadastral number on the plot;
  • availability of officially registered property rights.

All this data will allow you to submit a request to the authorized bodies, make a personal appointment with officials, or use information from public electronic resources.

Through FUGRTs

How to get complete information about the owner of the land? It must be taken into account that such a right arises only after registration actions are carried out with the authorized body - the Rosreestr service (formerly called FUGRTs).

FUGRTs is a government agency authorized not only to register real estate, but also to systematize accounting parameters in a single database of the Unified State Register of Real Estate. There are several options to find out who owns the land plot of interest through the authorized bodies of the FUGRTs:

  • find out the proper owner of any land plot of interest by unique cadastral number or address by sending a request directly to the territorial office of Rosreestr;
  • submitting a similar appeal to the MFC;
  • using an electronic resource on the government services website (cadastral numbers of plots are entered there).

Upon such requests, citizens are issued an extract from the Unified State Register of Real Estate, which includes the most objective and up-to-date information to establish ownership of the plot. To obtain the form, you will need to know in advance the cadastral number of the plot, or indicate its address.

It is possible to find out information only if the condition is met that the land plot has an owner. If the plot is part of undemarcated lands, it will not have a number and will not contain data in the Unified State Register.

In order for official information to be included in the Unified State Register of Real Estate, you first need to properly register the right to the land and undergo cadastral registration. If, based on the results of registration, the plot is assigned a unique number, it will remain unchanged for the entire period of existence of the property.

A cadastral number will be needed to purchase land plots through Rosreestr authorities, as it is indicated in the purchase and sale agreement. Without this number, it is impossible to individualize the plot among other similar units.

Tax office

Tax authorities receive information about real estate immediately after registration of ownership. Data on the area of ​​the object, cadastral value, as well as personal information of citizens are subject to transfer. Only then does the property tax calculation take place and the requirements are sent to the owners.

If the land plot is not privately owned, but is registered with the state, property tax is not charged. State property, as a form of land ownership, is subject to transfer to citizens or enterprises on a paid or free basis. Only after this the Federal Tax Service inspection will receive a full report on the land owners.

District administration

Where can I find out if a land plot is available for registration as private ownership? Such information is available to local authorities that are authorized to dispose of undemarcated land.

When demarcating land, ownership rights are transferred to private owners as a result of privatization or redemption. The list of categories of land that are available for allocation to citizens and organizations is provided by local authorities or posted on the official website of this institution.

In this case, the category of land will directly affect the composition of the powers of the new owner, who will register his right. For example, having ownership rights to agricultural land will not make it possible to build an industrial facility.

The gardeners' association has common property; it belongs to all members of the association. Private ownership of SNT land is not allocated; the owner of a specific plot can confirm his right only with the gardener’s share book.

The board of the partnership has documents for a single allotment, from which you can find out information about specific owners. The distribution of such lands is possible within the framework of the dacha amnesty program, which provides for a simplified procedure to formalize legal ownership of the plot.

What to do to set the allotment number

To contact an authorized structure with an appeal about the owner, you need to find out the plot number. If the owner himself needs to find out the cadastral number of his plot, he will do this by obtaining an extract from the Unified State Register of Real Estate from the nearest department of Rosreestr or MFC.

Another interested citizen will be able to find out the number if he knows the form of ownership of the land plot he is interested in and its owner. Such data will need to be indicated in the application for a USRN certificate, which will indicate the requested information.

How to legalize property rights

Registration of ownership of land occurs in one of the following ways:

All the owner needs to do is describe the boundaries of the plot and carry out its surveying.

After completion of the activities in Rosreestr, a new property tax arises for the owner of the plot, the payment of which will depend on the value of the property in the cadastral registration system.

The legislative framework

The procedure for registering rights to real estate, as well as the opportunity to obtain the necessary information about the owners, are regulated by Federal Law No. 2198-FZ. In addition, the conditions for holding a dacha amnesty are provided for by Federal Law No. 93-FZ.

The rules for transferring land into private hands are fixed in the Civil Code of the Russian Federation and the Land Code of the Russian Federation. At the same time, after the completion of the procedure for re-registration of rights, the norms of Law No. 218-FZ will be used, since the right must be registered.
