The procedure for registration through the MFC (registration) and the deadlines for processing documents
Content
You cannot live in Russia without registration. Registration is completed simply, but many Russians are interested in whether it is possible to register at their place of residence through the MFC? Yes, you can. Contacting a service with a “single window” principle is the best option, since it was created specifically to provide public services to the population.
Benefits of registering through Multifunctional Centers
Registering through Multifunctional Centers (MFC) is convenient for many reasons:
- documents should be submitted in one window, they should be received there - there is no need to run to different offices of officials;
- institutions have work schedules convenient for citizens;
- Finding an MFC at your place of residence is sometimes easier than the passport office of the housing department or the Federal Migration Service;
- The MFC provides free consultations on issues related to registration.
Anyone can apply for an extract and registration at the same time through the MFC. Registration will not differ from registration in other ways. Registering at Multifunctional Centers is convenient and fast.
The government organization provides the service free of charge in Yekaterinburg, Tyumen and any other city. The essence of the functioning of the MFC is to relieve government bodies from receiving documentation received from the population. Information received from citizens is then sent to the Migration Service, which carries out registration.

Registration registration through the MFC
For example, you want to automatically check out through the MFC in Orekhovo-Zuyevo, then for this you need to understand what actions are being performed. It is important to clarify certain points about this type of registration.
You need to know when consent for registration from the owner is issued, since without it in some cases it is impossible to complete the registration. The operation scheme is simple; ordering services from an intermediary is not required.
To the apartment
The owner can obtain permanent registration in the apartment. If desired, he registers anyone he wants in the housing, and may not even take the written consent of other residents who act as third parties.
You must confirm your identity and ownership of residential real estate. If a citizen has many privatized apartments, he has the right not to register in all objects. The absence/presence of registration does not at all affect the fact of ownership, responsibilities, and rights of the owner of the property.
At the place of residence
It is not the owner who is registered at a certain address. Then, to complete the registration procedure, you need to obtain the consent of the owner of the apartment, cottage, or house.
Newborn baby
Registration of a child is possible only in the housing in which his parent is registered (Civil Code of the Russian Federation, Art. 20). For a young citizen, the main document is a birth certificate, issued at the registry office. How long does it take to complete the registration?
After receiving the Certificate, parents have 7 days to submit documents for registration at the place of residence through the MFC, otherwise they will be fined for late registration, violation of the deadlines established by the Code of Administrative Offenses, Article 19.15 of the Russian Federation.
If it is planned to deregister a small citizen, this is done exclusively with the consent of the guardianship and trusteeship authorities. Registration of a newborn with his parents is a situation that does not require the consent of the property owners or other residents of a private house or apartment.
The child's guardians receive a document stamped by the Federal Migration Service of a certain type, which provides information about registration.
Minor child
Parents are often interested in the question of whether it is possible to register a citizen of the Russian Federation if he does not have a passport and cannot independently appear at the local department of the Federal Migration Service for registration in housing. By law, children under fourteen years of age can be registered exclusively at the place of residence of their parents.
Parents of minors, who are their legal representatives, must submit documents to the MFC. A permanent registration mark is placed in the passport. If this document is not available, the child will be issued a separate document based on age.
As soon as he turns fourteen, he will receive a passport and can register at any address, not just his parents. You can register at your new place of residence in the same manner as for an adult.
Until the age of eighteen, all the child’s papers are signed by the parents - the legal representatives of the minor citizen. They resolve all legal issues for him.
Registration procedure
How to register through the MFC? Current action plan:
- you need to determine where the nearest Center is located, find out the schedule for receiving citizens, contact information;
- sign up for registration;
- quickly collect a package of documents;
- come to the time of recording (actually come without it), stand at the window, hand over the documentation to the operator.
It is impossible to register at the MFC without the presence of the owner. The employer or owner must be present when submitting documents. The steps described above are very clear. Every citizen can go through them independently without the involvement of third parties and intermediaries.
List of documents
To register in a purchased apartment, you need documentation:
- citizen passport (valid);
- extract from the Unified State Register (on request);
- an application for registration from the person being registered or the owner - a single form is used for these persons;
- a document confirming the ownership of real estate (lease agreement, warrant, certificate of ownership);
- departure slip (optional);
- consent to registration from other residents in privatized, mortgage and communal apartments.
When certain information is not provided, FMS employees must independently request it from special authorities. The waiting period will increase significantly. Tasks of the MFC specialist:
- accept documents;
- check the originals with the submitted copies;
- then return them to the owner (except for the passport) with a mark regarding registration;
- give the citizen a receipt that the documentation has been accepted.
If your registration changes, the MFC employee will return the passport to the homeowner at the appointed time.
Timing and cost
Registration in Moscow through the MFC is issued at the place of stay/residence in privatized, mortgage and communal apartments in compliance with the following deadlines:
- It takes about 90 days to obtain temporary registration.
- It takes 7 days to obtain permanent registration. The period starts from the date when the owner of the property receives a certificate of registration of ownership of the apartment/private house from the period of registration from another address where it was registered earlier.
These deadlines are not set for receiving a registration stamp in your passport. We are talking about submitting documents. Employees will put a stamp in your passport within 3-10 days. The applicant will be given a document confirming that the registration was completed successfully.
Contacting the MFC for registration is available free of charge. There is no state duty for all citizens of the Russian Federation who decide to change their registration.
You will have to pay for additional services, for example, translation of provisions of the legislation of the Russian Federation for foreign citizens, filling out the necessary documents by a notary working at the MFC, etc. If you wish, you can check the list of paid services with the center’s specialists.
To avoid administrative violations, you should consult an experienced lawyer. The specialist will tell you whether it is possible to obtain registration remotely, how to register in non-residential premises, and register parents, young children and persons with foreign citizenship.
People have access to legal advice on any issues related to registration of registration through the Center.
