At the moment, temporary registration can be issued at the MFC, through the State Services portal, or at Russian Post . Each option has its own nuances. They will be discussed in these instructions for registering at your place of stay.

The legal basis for obtaining registration is established by the following acts:

  • Civil Code;
  • Law of the Russian Federation No. 5242-1 “On the right of citizens of the Russian Federation to freedom of movement, choice of place of stay and residence within the Russian Federation” dated June 25, 1993.

A citizen of the Russian Federation must register at the place of residence if he resides there for 90 days. Foreigners are given only a week. For staying without registration longer than these periods, penalties will apply. The service is provided free of charge.

To do this you need:

  1. Register at gosuslugi.ru.
  2. After authorization on the site, you should open the catalog of government services. In the list of categories that appears, you need to select “Passports, registrations, visas”, the subcategory “Registration of citizens” or simply follow the link to GosUslugi.ru .

  3. Next, in the list that appears, you should find the service “Registration of a citizen at the place of residence” (The first entry is for citizens of the Russian Federation, and the second is for foreigners).

  4. On the new page you need to select the method of its provision - “Electronic service”. After this you will have to fill out an application.

In the application, you must indicate personal data on your passport, but if there is already information about the applicant in your personal account, the system will enter it automatically, and all that remains is to check its correctness. You will also need to indicate the presence or absence of permanent registration. If there is one, this information will also have to be entered.
  6. Next, indicate the address of residence for registration and the time period for which registration should be completed.
  7. After this, you need to enter information about the premises. If the applicant is the owner, then it is very easy to do this differently - you should indicate the passport and contact information of the owner. Also in the second case, you need to justify the basis of residence - for example, a rental agreement or, in the absence of formal relations, a statement from the owner.
  8. Next, you should clarify a few more points: the reason for the move, employment information, education information, marital status, whether family members live at this address.
  9. After filling out your personal information, you need to select the department where to send the documents. The choice depends only on personal convenience. You will also need to confirm your consent to the processing of personal data by ticking and become familiar with the responsibility for providing knowingly false information.

After consideration of the application, a notification will be sent to your personal account within three working days. If everything is in order, then you can pick up a certificate of temporary registration from the selected branch.

Personal visit to the Main Department of Migration Affairs of the Ministry of Internal Affairs

Registration of a citizen at the place of residence is issued upon a personal visit to any regional office of the Ministry of Internal Affairs. To do this you need:

  1. Write an application at the department, and also present the following documents: a passport of a Russian citizen, a document establishing the basis of residence (agreement, a statement from the owner, or a certificate of ownership for registration in your premises).
  2. If the owner of the premises is not temporarily registered, the owner of the premises must either be present when the papers are submitted, or give his consent in writing. The same certificate must be provided by all persons legally living on the premises.
  3. To save time, you can pre-make an appointment through the State Services portal. To do this, you need to find the required service on the portal in the same way and select the receiving method “Personal visit to the department.” This will give you the opportunity to choose the most convenient time.

In MFC offices

You can register at your place of residence through a single MFC window.

To do this, you can make an appointment using the mfts.rf website, or simply come to a convenient center and take an electronic queue coupon.

  1. For registration, you must provide the same set of documents. The written consent of the owner and persons legally residing in the premises is also required.
  2. When submitting documents, the owner of the premises must be present, or there must be a power of attorney from him, according to which the applicant can act.

The standard service time is 3 business days. You will need to appear for the certificate at the same multifunctional center to which the documents were submitted.

At the Russian Post office

Submitting documents via mail is not the most convenient way to register at your place of residence. You can obtain registration by mail.

A copy of the passport (pages with personal information and registration information), certified copies of the necessary powers of attorney, as well as all other documents, should be sent to the appropriate department of the Main Department of Migration of the Ministry of Internal Affairs.

Of course, the postal service itself cannot register at the place of residence; it has completely different functions.

The main problem with this method is that you will have to wait for documents to be delivered. It can last about 10 days. This is especially important to consider when applying for temporary registration at the post office for Russian citizens if the three-month period of residence is coming to an end.

The Main Directorate for Migration Affairs of the Ministry of Internal Affairs will also respond by letter or email. Having received the answer, you need to come to the department with your passport and receive a certificate of temporary registration.

Temporary registration of a foreigner

For foreigners wishing to register at their place of residence, there are two nuances:

  1. Unlike Russian citizens, the registration period is only a week.
  2. If the deadline is not met, the person may be expelled from the country.
  3. In addition to the specified documents (in this case, a foreign passport of your state is required), you must provide a visa or migration card, notification of arrival.

The same applies to stateless persons.

Advantages of applying for temporary registration online

In reality, the documents end up in the Ministry of Internal Affairs in any case, so the quality of the service will always be the same. But most citizens prefer receiving government services via the Internet, because:

  1. This saves time, because you only have to visit the department once. You can choose your visiting time and avoid standing in lines. And on the portal itself, a queue is fundamentally impossible.
  2. The system monitors errors and immediately warns the user about many of them.
  3. After using the site for the first time, further receipt of services becomes easier, because personal data is saved and filled in automatically.

All of these methods have advantages and disadvantages. It seems optimal to obtain temporary registration through State Services.
