A situation plan is a technical document from the contents of which specialists gain an idea of the topographical and technical features of a particular land plot.
Planning for gasification of the site is carried out by municipal authorities. If communications are carried out to a private facility, then it is necessary that there are technical conditions for connection (insertions) for it.
What is this?
The situational plan of a land plot for gasification is a document indicating linear objects, buildings and technical structures. It is compiled on the basis of a topographic survey of the territory and a boundary plan. It is executed as a topographic map and is certified by the seal of the institution. Each page of the map must be signed by a specialist.
Conducting engineering communications is carried out taking into account the configuration of the terrain, as well as the location of objects, parameters of the territories adjacent to the land plot.
Technical work can only be performed if there is an application, title documentation, completed technical specifications and a conclusion from an authorized specialist of the organization.
Registration is the responsibility of local authorities and private companies. For informational purposes, it is possible to draw up a special local plan yourself or download a sample of it from electronic resources.
You can create a map yourself using specialized graphic programs - for example, SAS.Planet. Cartographic and satellite maps from the Internet are used as source data.
What does a situational plan look like?

When is it needed?
It is important to draw up a situation plan before starting work on the ground.
- It gives an idea of the location of gas networks and their distribution facilities.
- Information about the characteristics of adjacent territories is provided. The card must be issued before submitting the technical application.
- At the same time, you need to submit a request for the issuance of conditions for the subscriber’s technological connection to the gas network.
- You can submit a connection request based on your own project. This will require a specialist’s opinion on the project’s compliance with gasification conditions.
It is advisable to obtain a situational plan of a land plot for gasification in order to:
- carry out work safely and legally. The document may also be issued to study the location of communication networks;
- get acquainted with reliable, not always previously known information, since incorrect information about objects can cause accidents with corresponding consequences.
In addition to gasification, a plan is being drawn up for power supply to the territory and water supply. On an industrial scale, the plan is being implemented for the construction of transport networks, heating mains, and overpasses.
Where is it issued?
The situation plan is drawn up on the basis of Federal Law No. 218 on state registration of real estate. The issuance of a document locally is established by administrative regulations for the provision of services.
- You can obtain a card by contacting specialists from the land department of the local administration.
- In the absence of administrative regulations, the plan will have to be drawn up in a private geodetic organization. Specialists study the submitted technical documentation for the site and, if necessary, clarify its boundaries.
The cost of the service is determined by specialists independently. When deciding whether it can be obtained online, you should remember that the document must be certified by a private specialist or a representative of a local government body. When developing independently, you should notify the design organization responsible for laying the gas pipeline in advance.
There is a limited opportunity to issue a map scheme through the MFC. This can be done if there are administrative regulations for municipal services. The service is available at the My Documents offices in Moscow . Similar conditions are provided in many settlements of the Moscow region.
The procedure for household and industrial gasification is established by Government Decree No. 314 dated December 30, 2013. When issuing a card, specialists follow the standards of GOST R 21 1709-2001. Adjacent guests indicated in its normative references are also taken into account.
You can obtain a plan by cadastral number, taking into account other requirements. Information can also be processed based on information contained in the public cadastral map.
Step-by-step instructions for receiving
To complete the document you must:
- Submit a written application to a specialist.
- Provide reliable documents for the land plot.
- Enter clarifying information when requested by a specialist. The engineer also has the right to go directly to the site, conduct a survey of the area, and compare the data obtained with the information specified in the site boundary plan.
When contacting a private organization, it is necessary to conclude a contract or paid services.
To draw up a situation plan, you will need the following documents:
- citizen's passport;
- a written application (can be drawn up in free form, indicating information about the applicant, information about the planned work and the timing of its implementation);
- title documents for land (extract from the Unified State Register of Real Estate of a new sample or a previous certificate of ownership). If a situational plan is required for a state or municipal site, then confirmation that it is on the balance sheet of the relevant public legal entity will be required;
- boundary plan and cadastral passport of the land plot.
You can submit a copy of the boundary plan or a notarized extract from it.
If the applicant cannot independently apply for a situational plan, then it can be drawn up using a notarized power of attorney.
The deadline for receiving the document depends on the administrative regulations of the municipal service. In practice, the maximum processing time is 30 days from the date of receipt of the application. The average time for preparing a situation plan is 14 days.
Contents of the plan
The document consists of design, analytical and insolation sections. The graphic part is produced using a scale of 1:2000.
It contains location information:
- boundaries of the plot (see How to determine the boundaries of a land plot );
- roads and linear objects;
- gas and other communications.
When compiling the design (graphical) part, conditional identifiers are used. Their transcript is attached in a written supplement to the analytical part. Information about each object is indicated, and corresponding diagrams of buildings and structures are attached.
Indicated by:
- category of land plot;
- cadastral number of the land, its address;
- information about the owner (owner);
- names of streets adjacent to the site;
- technical parameters of buildings and structures (their number of storeys, etc.);
- transport routes;
- coordinates of the site boundaries;
- type of work;
- gas line diagram.
In a sample situational plan for gasification, the insolation part represents information about lighting objects, their types and categories.
Important points for the customer
The possibility of refusal should be taken into account. In the absence of information about the site, a cadastral passport, or clearly established boundaries, specialists must issue a reasoned refusal to register it. Similar consequences are possible when contacting specialists from a private organization.
A copy of the document - the situational plan must be attached to other documentation for gasification of the site. The validity period corresponds to the planned time of work. When ordering gas work on a turnkey basis, drawing up a situation plan may be included in the total cost of services.
