Who has the right to receive a cadastral extract

Individuals and legal entities receive a cadastral extract about the main parameters of land plots (also SNT lands), inhabited and non-residential houses, buildings, premises, and other real estate contained in the Unified State Register of Real Estate.

Most of the USRN data is public, and requesting a cadastral extract (CR) is not difficult. However, access to certain information is limited. For example, only a person with a power of attorney from the owner of the property, or someone who legally represents his interests, can obtain information about the owner’s real estate assets, whether he has been recognized as legally competent, when the application for registration was submitted to the Unified State Register of Real Estate, and others.

Where can I get help?

A citizen has the right to order a cadastral extract by visiting any branch of Rosreestr, a representative office of the Cadastral Chamber or MFC, which has a cooperation agreement with Rosreestr. The request is made on paper.

You can send your request by mail to the head office of Rosreestr or its regional branches. The addresses are indicated on the official Internet resource of the service.

When applying in person, the applicant usually presents a passport. If his representative applies, then in addition to his passport, he will need to have a power of attorney with him.

Another popular method is to receive a statement electronically. An application is being generated for:

  • Rosreestr website;
  • Unified portal of public services;
  • other Internet resources.

The applicant's representative then presents the power of attorney in electronic format. Such a document must contain an enhanced qualified electronic signature of the notary.

The procedure for obtaining a cadastral extract for a plot

Information about the property and the rights to it was contained until 2017 in two different codes - the State Real Estate Cadastre (GKN) and the Unified State Register of Rights (USRE). Since January of this year, data from these two sets have been included in the Unified State Register of Real Estate. The newly formed system also contains information received from the technical inventory bureau.

The basis for this action was Federal Law No. 218 of July 13, 2015, in accordance with which further cadastral registration and registration of real estate will take place.

For an ordinary citizen, this means that instead of a cadastral extract and a cadastral passport, he receives one document - an Extract from the Unified State Register of Real Estate. The extract contains information about the land plot, the presence of arrests on real estate, about copyright holders and other important facts.

To obtain an extract, proceed in the following sequence:

  1. Compose and send a request. It indicates the form of issuing information from the Unified State Register of Real Estate: in the form of a paper document (transferred directly or by mail) or an electronic document or a link to it.
  2. Pay for a government service. The amount of the fee charged is determined by three factors: the information will be presented on paper or electronically, the legal entity requests the data or the individual, the type of extract. The overpaid amount can be returned by submitting a refund application.
  3. Obtain the necessary information from the Unified State Register of Real Estate. You will have to wait no more than three working days after Rosreestr receives the request. If the applicant has chosen an electronic form of extract, then it is certified by an enhanced qualified signature of an authorized person. If in the form of a paper document, then in addition to the signature, a stamp is affixed to it.

Registration of an extract through the official website of Rosreestr

On the official website of Rosreestr, a citizen can obtain a variety of information online, including data on the cadastral value, boundaries of the site, the date of filing the application, and others.

In addition to them, the applicant via the Internet can request a cadastral plan of the territory and a certificate of those who previously received data on the property.

Registration of an extract on the Rosreestr website takes place according to the following algorithm:

  1. On the main page of the portal, select the section “Obtaining information from the Unified State Register of Real Estate”.
  2. A form is opened, into which data about the object and the applicant are entered one by one, and the necessary documents are attached. After checking all the data, a request is sent.
  3. The system registers it and issues a request number.
  4. We check the status of the request and proceed to payment.
  5. After payment, the system sends an email confirmation of payment and information about how the information will be provided - in the form of a link or a document on paper or electronic media.
